An electric cooperative in Colorado can be fully compliant with vegetation clearance standards and still have a network running through the highest fuel loads in its service territory. Those are different questions and the industry has historically only had data for one.

Clearance asks: is anything within the required distance of the conductor. Fuel load asks: if something ignites here, what happens next. A span with perfect clearance running through cured grass and beetle-killed pine is a different risk from an identical span over irrigated pasture.

Front Range Electric Cooperative now runs both: GRIDSCAN for clearance and structure condition, and ORBIS fuel load and fuel moisture refreshed fortnightly through the season. Spans are ranked on the combination, and pre-season inspection effort concentrates on the highest 8%.

The operationally important part is the fortnightly refresh. Fuel moisture is not a static property of a place; it is a rapidly changing property of a season. An annual fuel map is a description of last year.

Post-event, the same pipeline delivers damage assessment within six hours of the first clear acquisition. Nobody wants to use that capability and everybody needs it available.
